The laser light does not reflect off of the molecules it strikes in the air very much, so no light is redirected from the beam into your eye.  If no light enters your eye, you can not see it!

But if a smoke or dust spray is released in the air, much more of the light reflects off of the dust and is redirected into your eye.  You can then see the path of the laser beam!
